39 Constitutional Amendment Bills Scale Second Reading In Reps

A total of thirty-nine constitutional amendment bills have successfully passed their second reading in the House of Representatives.

These bills span multiple sectors, including judicial reforms, electoral matters, security and policing, inclusive governance, the legislature, and more.

Some of the key proposals include:

  • A bill to amend the Constitution of the Federal Republic of Nigeria, 1999, to provide for the establishment of state and local government police.
  • A bill to amend the Constitution to ensure that general elections for the president, state governors, the National Assembly, state Houses of Assembly, and local government councils are conducted simultaneously on the same date, as determined by the Independent National Electoral Commission (INEC) in consultation with the National Assembly.
  • A bill to amend the Constitution to make the Court of Appeal the final court for governorship, national, and state House of Assembly election petitions.
  • A bill to amend the Constitution regarding the power of proclamation by the Clerk of the National Assembly or House Assembly and to allow the Chief Justice of Nigeria to make proclamations regarding the inauguration of the National Assembly.
  • A bill to amend the Constitution to establish the Federal Capital Territory (FCT) House of Assembly.
  • A bill to amend the Constitution to provide for special seats for persons with disabilities in federal, state, and local government legislative bodies.
  • A bill to amend the Constitution to allow public servants to engage in healthcare, education, production, and services beyond farming and related activities.
  • A bill to amend the Constitution to establish a political parties registration and regulatory commission to oversee the registration, regulation, and monitoring of political parties.
  • A bill to amend the Constitution to ensure that all appeals arising from election petition tribunals are determined before the swearing-in of the president-elect, vice-president-elect, governor-elect, deputy governor-elect, and members-elect of the national and state assemblies.
  • A bill to amend the Constitution to give the Independent National Electoral Commission (INEC) the authority to conduct local government area council elections.
  • A bill to amend Sections 68(1)(g) & 109(1)(g) of the Constitution to require National Assembly and state House of Assembly members to officially resign from their political party before defecting.
  • A bill to amend the Constitution to establish a National Local Government Electoral Commission, an independent body responsible for organizing, conducting, and supervising elections for local government chairmen and councilors across the country, including in the Federal Capital Territory.
