The Nigeria Civil Aviation Authority (NCAA) has instructed all international airlines operating in the country to enforce the mandatory $10,000 currency declaration rule for incoming passengers.
In a directive issued on April 24, 2025, the NCAA highlighted the need to improve compliance with existing financial disclosure regulations, as part of Nigeria’s broader efforts to combat money laundering and align with global financial standards.
According to NCAA spokesperson Michael Achimugu, the directive requires airlines to inform passengers—either during the flight or before landing—of the legal obligation to declare any cash or negotiable instruments exceeding $10,000 (or its equivalent).
Airlines are also expected to distribute currency declaration forms onboard, enabling passengers to fill them out before arrival in Nigeria.
Achimugu noted that some airlines have not yet complied, despite being previously notified. He emphasized that strict monitoring and enforcement would follow, and that non-compliant carriers risk sanctions.
The NCAA reiterated that airline cooperation is essential to Nigeria’s efforts to meet international financial transparency standards.
