FG mandates MDAs to comply with new equipment leasing regulations

The Federal Government, through the Equipment Leasing Registration Authority (ELRA) under the Federal Ministry of Finance, has issued a directive requiring all Ministries, Departments, and Agencies (MDAs) to adhere to standardized procedures for equipment leasing and documentation.

This directive was announced in Abuja on Thursday by ELRA’s Registrar and CEO, Donald Wokoma, following a circular (Ref. No. F/LEG/2809/15/T2/7) dated June 27, 2025, from the Ministry of Finance. The circular formally establishes ELRA’s operational framework and mandates MDAs to consult the agency for all equipment leasing matters.

MDAs are now required to conduct all leasing-related transactions through ELRA’s official website (www.elra.gov.ng) or via its designated contact lines: 0705 032 4595 and 0803 612 7118.

According to the circular, MDAs must:

  • Attach an ELRA registration certificate to all procurement processes involving equipment leasing
  • Register all lease agreements with ELRA before procurement approval
  • Fully comply with the Public Procurement Act to streamline leasing operations and support federal revenue strategies

Wokoma emphasized that the new compliance framework aims to enhance transparency, accountability, and regulatory oversight in public sector leasing activities. He called for widespread dissemination and strict enforcement of the directive across all government bodies.

“The formal registration of equipment leases will strengthen trust in leasing transactions and improve the government’s fiscal efficiency,” Wokoma stated, urging stakeholders to act promptly to avoid breaching the new regulations.
