The Nigeria Customs Service Board (NCSB) has approved a de minimis threshold for low-value consignments, meaning certain small-value goods will now be exempt from customs duties and taxes.
The new policy, effective Monday, September 8, 2025, applies to imports via express shipments and passenger baggage.
This decision, made at the board’s 63rd meeting chaired by Finance Minister Wale Edun, aims to:
- Simplify clearance for low-value goods
- Support e-commerce growth
- Enhance trade facilitation
- Provide clarity for travellers and logistics firms
The move aligns with global best practices and is expected to boost efficiency at ports and borders.
