President Tinubu withholds assent to two bills over fiscal, legal concerns

President Bola Tinubu has declined to sign two recently passed bills into law, raising concerns about their fiscal impact and legal inconsistencies.

Senate President Godswill Akpabio read the President’s letters during Tuesday’s plenary, where Tinubu outlined objections to:

  1. Nigerian Institute of Transport Technology (NITT) Bill – Tinubu flagged:
  • A proposed 1% levy on all import/export freight charges as burdensome and misaligned with national tax policy.
  • A borrowing clause allowing N50 million loans without presidential approval.
  • Powers granted to the institute to invest its funds, despite being a non-revenue agency.
  1. National Library Trust Fund (Amendment) Bill, 2025 – Tinubu cited contradictions with current laws and federal policies.

The President emphasized his commitment to fiscal discipline, transparency, and legal coherence in rejecting both proposals.
