Nigeria has signed a landmark Memorandum of Understanding (MoU) with EMS Brazil and Oaks Medical Limited to advance local pharmaceutical production and deepen industrial collaboration between both countries. The signing, hosted by the Federal Ministry of Health and Social Welfare, was supervised by the Coordinating Minister of Health, demonstrating the government’s commitment to converting high-level diplomatic engagements into operational outcomes.
The MoU follows discussions between President Bola Ahmed Tinubu and Brazilian President Luiz Inácio Lula da Silva during Tinubu’s recent visit to Brazil. Both leaders identified expanded cooperation in pharmaceutical development, vaccine manufacturing, and broader industrial growth as strategic priorities. The agreement is expected to significantly strengthen Nigeria’s capacity to produce essential medicines and vaccines locally, reduce dependence on imports, and enhance national health security.
The partnership will operate within the Nigeria Health Sector Renewal Investment Initiative (NHSRII), a framework designed to remove barriers in the healthcare value chain. It focuses on technology transfer, capacity building, and scaling domestic manufacturing to position Nigeria as a regional pharmaceutical hub. By coordinating public and private sector participation, the initiative aims to ensure that ongoing reforms translate into meaningful benefits for citizens.
The collaboration also seeks to establish long-term technical and industrial ties between Nigeria and Brazil, enabling knowledge exchange, skills development, and investment in local infrastructure. Through the Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC), the government aims to accelerate progress toward vaccine and pharmaceutical self-reliance, create new economic opportunities, generate employment, and strengthen Nigeria’s standing in the global health and industrial ecosystem.
