Aviation Ministry Goes Fully Digital, Phases Out Paper-Based Processes

The Federal Ministry of Aviation and Aerospace Development has announced the full transition to digital operations, marking the end of paper-based processes within the ministry.

The Minister of Aviation and Aerospace Development, Mr. Festus Keyamo, disclosed this on Thursday in Abuja during the launch of the I-Gov Enterprise Content Management System (ECMS).

According to the minister, the new system will eliminate manual bottlenecks, reduce approval timelines and improve service delivery across all departments of the ministry.

He said the adoption of a unified digital platform would also safeguard Nigeria’s digital sovereignty, stressing that the era of paper-based processing in the ministry had come to an end.

“From this point forward, paper-based processing must give way to disciplined digital practice. All official correspondence should henceforth be routed through hm.registry@aviation.gov.ng or ps.registry@aviation.gov.ng,” Keyamo said.

Also speaking at the event, the Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack, commended the ministry’s leadership for its foresight and praised staff and directors for embracing change.

She described the launch of the ECMS as a critical step in a sector where safety, accuracy and timeliness are essential, noting that reliance on paper documentation was no longer sustainable.

“In a technically intensive ministry where documentation underpins safety standards and international obligations, going digital is not just progressive, but necessary,” she said.

Walson-Jack noted that the ministry plays a vital role in Nigeria’s development through connectivity, trade, tourism, security and technological advancement, adding that the digital transition represents a clear commitment to modern public service delivery.

She said the deployment of the ECMS on the Federal Government’s 1Gov Cloud platform would transform operations by enabling secure digital records, automated workflows, electronic approvals, system interoperability and real-time collaboration.

According to her, the new system will ensure that decision-making is driven by timely access to information rather than the physical movement of files.

She added that the milestone positions the ministry to meet the Federal Government’s directive for full digitalisation of work processes by December 31, 2025. The initiative also advances Pillar Five of the Federal Civil Service Strategy and Implementation Plan 2021–2025, which prioritises digitalisation across Ministries, Departments and Agencies.

Walson-Jack said the achievement aligns with President Bola Tinubu’s Renewed Hope Agenda, which seeks to build a public service that is efficient, accountable, responsive and digitally enabled.
