The Nigeria Civil Aviation Authority (NCAA) has granted domestic airlines a 90-day grace period for implementing Advance Payment Guarantees (APGs), designed to ensure timely remittance of the 5% Ticket Sales Charge (TSC).
The decision followed a high-level meeting with the Airline Operators of Nigeria (AON) on 2 February 2026 in Abuja, after airlines sought clarification on the APG requirement.
NCAA DG Capt. Chris Najomo explained that APGs are not punitive but serve as a compliance mechanism to safeguard passenger-derived funds collected in trust and strengthen financial discipline in the sector. The deferment allows airlines to regularize outstanding payments and align with the new framework without disrupting operations.
