The Federal Government has unveiled a Unified National Poverty Register alongside a proposed N3.2 trillion National Humanitarian & Poverty Reduction Trust Fund, aimed at streamlining poverty interventions, improving governance, and driving sustainable economic growth across Nigeria.
Speaking at a One Humanitarian One Poverty Response System (OHOPRS) workshop, Minister of Humanitarian Affairs and Poverty Reduction Bernard Doro explained that the initiative would consolidate fragmented programmes into a cohesive national framework, ensuring beneficiaries are supported with skills, assets, livelihood opportunities, mentoring, and pathways out of poverty.
Doro highlighted key features of the system:
- Unified National Exceeds Register for monitoring poverty exit and sustainable growth.
- Real-time digital tracking of interventions to replace manual systems.
- All-of-government approach, engaging ministries, agencies, and state governments.
- Focus on multidimensional poverty, considering access to healthcare, education, and basic services alongside income.
- Partnership with private sector and aligned entrepreneurs to support innovation and sustainable financing.
The N3.2tn fund will be sourced as follows:
- ₦1.5tn from the Federal Government
- ₦800bn from development partners
- ₦600bn from private sector and impact finance
- ₦300bn from climate and global funds
The fund will include contributions from the World Bank, European Union, UN, bilateral donors, and foundations, aiming to reduce fragmentation, increase efficiency, and strengthen coordination across poverty reduction programmes.
The initiative also includes a national poverty dashboard for leadership and stakeholders to anticipate and respond to socioeconomic shocks effectively.
