Artificial intelligence (AI) could boost Sub-Saharan Africa’s cumulative GDP growth by 4 percent
over the next decade, according to a new International Monetary Fund (IMF) report. The study,
titled “Unlocking the Potential: AI in Sub-Saharan Africa,” estimates that under a high-adoption
scenario, AI could increase regional productivity by up to 2.1 percent and add nearly half a
percentage point to annual GDP growth.
However, the IMF warns that the primary risk for the
region is not technological disruption, but the danger of being left behind as advanced
economies rapidly scale up their AI capabilities.
Currently, the region’s capacity to harness AI is severely constrained by structural bottlenecks,
limiting estimated near-term productivity gains to a modest 0.2 percent. Roughly half of
Sub-Saharan Africa’s population lacks reliable electricity, while digital infrastructure remains
limited and technical skills are scarce. Because about four-fifths of the region’s jobs are largely
concentrated in agriculture and informal services and currently have low exposure to AI,
immediate productivity benefits are muted. Without deliberate policy intervention, the IMF
cautions that global AI advancements will likely widen existing productivity and income gaps
rather than narrow them.
Despite these hurdles, the report highlights the region’s potential to leapfrog traditional barriers,
much as it bypassed landlines in favor of mobile networks and pioneered mobile money. With
Sub-Saharan Africa projected to account for half of all new entrants to the global labor force by
2030, targeted AI applications could deliver transformative development gains. In agriculture,
AI-enabled advisory tools and SMS-based systems have already driven double-digit increases
in yields and incomes for smallholder farmers. Similar early successes in education and
healthcare, such as AI tutoring programs equivalent to two years of traditional learning and
diagnostic tools, are effectively augmenting scarce human capital and expanding service
delivery.
Realizing this high-growth trajectory requires a pragmatic policy agenda that treats AI adoption
as part of a broader structural reform effort. The IMF emphasizes that governments must
urgently scale reliable and affordable electricity, potentially using energy-intensive data centers
as anchor tenants to bankroll renewable energy expansion, while expanding broadband access
and investing in digital skills. Regional cooperation will also be vital to achieve the scale
necessary for shared computing infrastructure and harmonized data governance. The report
concludes that the window for Sub-Saharan Africa to catch up is narrow, and policy choices
made today will determine whether AI drives global convergence or deeper divergence
