The Lagos State Head of Service, Mr. Olabode Agoro, has presented Certificates of Compliance to 63 Ministries, Departments and Agencies (MDAs) that have met the requirements of the State’s Executive Order on mandatory enrolment in the Social Health Insurance Scheme. He also announced November 30, 2026, as the deadline for MDAs yet to achieve full compliance.
Speaking at the presentation held at the Lagos Chamber of Commerce and Industry (LCCI), Alausa, Ikeja, Agoro said the Executive Order, signed by Governor Babajide Olusola Sanwo-Olu on July 16, 2026, was aimed at strengthening social health insurance coverage in the State and giving effect to the Lagos State Health Scheme in line with the National Health Insurance Authority Act.
According to him, the Executive Order requires MDAs to meet four key compliance conditions, including proof of ILERA EKO enrolment as a requirement for accessing government services, enrolment of all categories of staff, including non-Oracle and non-pensionable workers, and the inclusion of the Lagos State Health Management Agency’s (LASHMA) official website on MDA websites. MDAs are also required to provide dedicated spaces for enrolment verification and support.
Agoro said the State Government had taken several steps to drive compliance, including the issuance of two circulars and the establishment of a 26-member Enforcement Team drawn from various regulatory agencies. He disclosed that the team visited 134 MDAs for a baseline assessment, followed by further visits in April 2026. While 63 MDAs achieved full compliance during the first assessment, an additional 21 met the requirements during subsequent monitoring.
The Head of Service described the Certificates of Compliance as evidence of institutional commitment rather than ceremonial recognition, stressing that monitoring would continue to ensure MDAs sustain compliance. He also recognised three ILERA EKO Verification Officers and three Focal Persons for their contributions to the implementation of the Executive Order.
The Permanent Secretary of LASHMA, Dr. Emmanuella Zamba, said the Agency had intensified engagements, awareness campaigns and training to support MDAs in meeting the requirements. She disclosed that 215 Verification Officers were trained by the ILERA EKO Academy in August 2026, while the remaining 51 MDAs at different stages of compliance would continue to receive technical support and monitoring. She expressed LASHMA’s commitment to ensuring that all MDAs achieve full compliance before the November 30 deadline.
