Lagos State has taken a major step in advancing its climate agenda following the signing of a Memorandum of Understanding (MoU) with Climate Group, officially joining the Under2 Coalition — the world’s largest network of states and regions committed to achieving net-zero emissions and building climate-resilient economies.
Governor Babajide Sanwo-Olu signed the agreement in London during the London Climate Action Week 2026, further positioning Lagos as a leading subnational government championing sustainable development, climate resilience, and green economic growth.
The Under2 Coalition, convened by Climate Group, comprises more than 180 states and regions representing over half of the global economy. The platform enables governments to collaborate, exchange best practices, and accelerate efforts towards a low-carbon and climate-resilient future.
The MoU represents a voluntary commitment that aligns with Lagos State’s existing climate goals and priorities, strengthening cooperation with governments and institutions across the globe while supporting ongoing efforts to tackle climate change.
Speaking on the development, Governor Sanwo-Olu described the coalition membership as a significant milestone for Lagos.
“Cities and regions are increasingly at the forefront of climate action. Joining the Under2 Coalition strengthens Lagos State’s commitment to building a resilient, low-carbon future while deepening collaboration with leading governments around the world,” he said.
The governor added that Lagos, as Africa’s economic and commercial hub, is determined to demonstrate that climate action and economic growth can coexist, delivering lasting benefits for communities and future generations.
Also commenting, the Special Adviser to the Governor on Climate Change and Circular Economy, Titilayo Oshodi, noted that the state’s membership would help strengthen partnerships and showcase Lagos’ innovative climate initiatives on the global stage.
According to her, Lagos is moving beyond policy ambitions to practical implementation through its State-Determined Contributions (SDCs) framework and a growing portfolio of investment-ready climate projects.
Welcoming Lagos into the coalition, officials of the Under2 Coalition described the state as one of Africa’s leading subnational governments with a compelling climate action story and a strong commitment to a net-zero future.
The membership is expected to open new opportunities for international collaboration, knowledge exchange, climate financing, and strategic partnerships aimed at accelerating environmental sustainability and resilience across the state.
The London Climate Action Week brought together global leaders, policymakers, investors, and sustainability experts to discuss innovative solutions to climate challenges and opportunities for green growth.
Members of the Lagos delegation included Commissioner for Environment and Water Resources, Tokunbo Wahab; Commissioner for Economic Planning and Budget, Ope George; Special Adviser on Sustainable Development Goals, Oreoluwa Finnih; and Special Adviser on Public-Private Partnerships, Bukola Odoe.
