The Lagos Metropolitan Area Transport Authority (LAMATA) has announced that full enforcement of its cashless fare payment policy will begin on August 1, warning that commuters and transport operators who engage in cash transactions on regulated public transport services may face penalties.
The agency said the move is aimed at improving accountability, transparency and compliance with the electronic payment system across Lagos’ regulated transport network.
Speaking during an X Space discussion with transport stakeholders, LAMATA’s Head of Legal, Idris Akinola, said passengers are required to pay fares using the approved Cowry Card electronic payment platform in line with existing Lagos State regulations.
He warned that both commuters who offer cash and operators who accept it could be liable under the law, with offenders facing penalties, including up to seven years’ imprisonment upon conviction.
Akinola urged transport operators to ensure their drivers and conductors comply with the policy and cooperate with enforcement officials.
Also speaking, Managing Director of Teejay Motors, Adekunle Tajudeen, said the company has trained its drivers and boarding officers not to accept cash payments, while increasing its fleet and workforce to ensure smooth operations during enforcement.
Transport and urban mobility expert Adepoju Fawokon said holding both passengers and operators accountable would help curb revenue leakages and strengthen the sustainability of Lagos’ public transport system.
Meanwhile, Managing Director of Touch and Pay Technologies, Olamide Afolabi, said measures have been introduced to address complaints relating to incorrect Cowry Card top-ups.
