The Lagos State Residents Registration Agency (LASRRA) has reaffirmed its commitment to strengthening security and identity management in Lagos State through enhanced collaboration with the Lagos State Neighbourhood Safety Agency (LSNA).
This was reiterated during a courtesy visit by the General Manager of LASRRA, Mrs. Bilikiss Adebiyi-Abiola, to the LSNA headquarters, where both agencies agreed to deepen cooperation through the use of technology, biometric data, and inter-agency coordination to improve resident identification, intelligence gathering, and crime prevention.
Mrs. Adebiyi-Abiola described security as a top priority of the Lagos State Government, noting that effective identity management remains the backbone of modern policing and public safety. She explained that Lagos’ rapidly growing population requires a robust registration system capable of accurately capturing and verifying residents’ identities.
She stated that LASRRA is mandated to register all residents who have lived in Lagos for at least three months, ensuring biometric capture from birth to support a reliable identity database.
Commending LSNA for adopting innovative tools such as facial recognition and other digital technologies, she described its approach as aligned with global best practices in public safety.
As part of the strengthened partnership, LASRRA presented Android-based biometric registration devices to LSNA. The equipment includes fingerprint-enabled enrollment systems and portable printers for issuing temporary registration slips during field operations.
The LASRRA General Manager explained that the devices will enable LSNA officers to register residents during operations and verify identities in real time, improving enforcement and documentation processes. She also assured continued technical support, including training and system integration.
She further noted that LASRRA’s biometric system uses fingerprint verification to eliminate duplicate identities, with each registration undergoing a 24 to 48-hour validation process before approval. Any attempt to register multiple identities using the same fingerprints is automatically detected and flagged.
According to her, LASRRA is working toward integrating its database with the National Identity Management Commission (NIMC) to enable verification using National Identification Numbers (NIN), strengthening national identity harmonisation.
In response, the General Manager of LSNA, Prince (Dr.) Ifalade Oyekan, expressed appreciation for LASRRA’s support, noting that the collaboration would significantly enhance intelligence-led operations across all 57 Local Government Areas and Local Council Development Areas in Lagos State.
He explained that biometric integration would improve suspect identification, strengthen forensic investigations, and support real-time identity verification during security operations.
Dr. Oyekan described the partnership as a major step toward building a technology-driven security ecosystem, aligned with future policing reforms, including the proposed State Police structure.
He also disclosed LSNA’s plan to commence LASRRA registration for its personnel as a demonstration of commitment, adding that “charity begins at home” and encouraging wider public participation.
