Policy development strategist Jeff Adebowale has called for an aggressive, private sector-led implementation framework to translate the newly formalized Lagos-California sister-state partnership into concrete economic value. Speaking on Lagos Television’s program, The Conversation, Adebowale evaluated the bilateral pact recently commemorated in Sacramento following its legislative enactment in California, warning that without a functional implementation framework, the agreement risks ending as a ceremonial handshake. He stressed that for Lagos to truly gain, the relationship must operate as a reciprocal, two-way street founded on export and exchange rather than aid-seeking, observing that “the hand that gives is always on top”.
A central focus of the discussion was leveraging California’s global preeminence in technology and entertainment to build institutional capacity in Lagos. Adebowale highlighted the need to bridge Silicon Valley and Nigeria’s burgeoning “Silicon Lagoon” tech cluster in Yaba, as well as to formalize the business and funding architecture of Nollywood after Hollywood’s studio and financing models. He noted that while Nigerian creatives and tech talents achieve global acclaim, domestic industries suffer from severe structural deficits and poor commercial coordination. Through this legal framework, tertiary institutions such as the University of Lagos and Lagos State University can also partner with American universities on shared curriculum, student-faculty exchanges, and high-impact research.
Addressing the severe capital constraints facing local businesses, Adebowale proposed establishing a dedicated, private-sector-driven “Lagos-California Investment Fund” with an initial target asset under management of $1 billion. He decried current local commercial lending conditions, where entrepreneurs face crippling interest rates as high as 45%. A well-governed, profit-oriented fund, he argued, would channel foreign direct investment directly into small- and medium-scale enterprises while simultaneously opening international investment conduits for Nigerian investors seeking entry into the US market.
On urban management, Adebowale emphasized domesticating California’s methodologies to tackle Lagos’s chronic infrastructure, waste management, and transport deficits. Noting Lagos’s limited landmass, he advocated for urban renewal through vertical city planning—replacing aging bungalows with modern high-rises and converting municipal dumpsites like Olusosun into modern waste-to-energy recovery plants. He also urged heavy investment in hybrid transport infrastructure, dedicated bus laybys, and expanded rail networks. To ensure continuity beyond the current political cycle, Adebowale advised the state government to immediately establish an independent implementation office dedicated solely to advancing the pact’s long-term objectives.
