The Code of Conduct Bureau (CCB) has invited the Chairman of the Ondo State Oil Producing Areas Development Commission (OSOPADEC), Prince Biyi Poroye; the Secretary, Dr. Abike Bayo-Ilawole; and two directors over allegations involving the transfer of commission funds into personal bank accounts.
The invitation followed a petition alleging that more than N400 million was moved from the commission’s account into the personal accounts of certain officials.
Speaking with journalists after appearing before the bureau, Dr. Bayo-Ilawole denied any wrongdoing, insisting that no funds were missing and that all disbursements were tied to duly approved projects.
“No fund is missing. The projects were executed, and we have documentation showing how the funds were utilized. Some projects have been completed, while others are ongoing, with the remaining funds still in the account,” she said.
She added that the projects in question were approved by Governor Lucky Aiyedatiwa and executed in accordance with established procedures.
Also addressing journalists, the Director of Project Planning and Development, Engineer Olukorede Adeshina-Oladapo, explained that transfers made to his account were linked to “direct labour” projects, including school renovations, office upgrades, and construction works in riverine communities.
He stated that funds were released in tranches to facilitate payments for labour and materials, particularly in difficult-to-access areas.
“The payments were made in instalments for project execution. Considering the terrain and logistics challenges in riverine communities, such arrangements were adopted to ensure smooth implementation,” he said, noting that he was not responsible for approving the transfers.
Similarly, the Deputy Director of Project Monitoring and Evaluation, Engr. Dare Oretan, said funds credited to his account were designated for renovation projects in Ilaje and Ese-Odo local government areas under a direct labour arrangement approved by the state government.
He disclosed that while some projects have been completed, others are nearing completion.
Meanwhile, the Deputy Superintendent of the CCB in the state, Mrs. Aliu Akingbemila, confirmed that four OSOPADEC officials were invited to respond to queries concerning the transfers.
“We invited them to clarify issues relating to the movement of funds into personal accounts. They have provided explanations, and we have requested supporting documents, including bank statements, to substantiate their claims,” she said.
She added that the bureau is currently reviewing the submitted documents as part of its ongoing investigation.
